Heat 5 cups water in a deep non stick pan. Preheat oven to 180°C. Slice spring onion bulbs and cut half the greens into thick slices.
Place spring onions in a baking tray, add salt, pepper powder and 1 tbsp olive oil and keep it in the preheated oven. Cut the brown bread rolls horizontally. Break an egg in a small bowl.
Add vinegar to the water in the pan and slowly put an egg in the pan.
Roll the egg white over the yolk to make a ball. Similarly poach the remaining eggs. Brush the bread rolls with 1 tbsp olive oil and place them over the spring onions. Place each poached egg over one half of a roll, sprinkle cheese and crushed peppercorns and place it back in the oven.
