The Smoke Story

The report further explains that the police found hookah being served to a young crowd on the first floor of the restaurant. The staff members were then arrested on the basis of serving Cigarettes and Other Tobacco Products Act (COPTA) which are banned from being served in Maharashtra as well as for creating a fire hazard.

“After we got a tip-off against the restaurant serving hookah, we planned the raid on Saturday night when it would be the most crowded. At first, we just sat there in our regular clothes and observed the goings-on,” said senior inspector of Juhu police Pandharinath Wahval in an interview with the Mumbai Mirror. Along with making the arrests, the police has also seized hookah and various elements associated while making one like  pipes, pots, chillums and flavours.
